That's why I said it's a similar flavor of the issue.
However, it does act funky for me either way.

I can confirm your problems. Here, it occurs whenever i VO to
investigate the mail headers or such. Shift tabing out of the message
body seems to solve the problem. I have had this problem even before
the latest Safari beta.

This is the same in Text edit. I have had a lot of focus problems, but
if I only use the arrow keys, it works fine.

Interestingly, I have had no issues with Mail or any other application
after upgrading to Safari 4 beta. Now I did recently have to do a
complete reinstall of Leopard do to a problem I created, but it is
hard to say if this has anything to do with it.

have to restart my system to get the end of screen boundary audibility

I've had this problem, too. I think it's related to Safari 4. I
uninstalled Safari 4 and everything seems fine again.
