I need to do some screenshots on a selected rectangular portion of the screen.
I’m looking for suggestions. If a sighted person could help set hotspots,
what sequence of voiceOver keys would I use to perform the highlighting?
Would I need to use mouse keys?

I actually figured that one out successfully :) As for my shortcut selection, I
disabled one of the services pertaining to Chinese--since I don't speak
Chinese--and used the CMD-Shift-C for the shortcut.

VO doesn’t say anything when yu use these commands, but the second one is
Ctrl-x-x not just one x.
Have you activated and set a short cut for the service New TextEdit window
containing selection? It’s a quick way to verify that you’ve selected what you
wanted to select.

You would access ~/Library by going to your home folder with command-shift-h
and go menu. In Yosemite and Mavericks, you can also make it visible by
checking the show library folder in view options.
~/Library is a Unix path and ~ means everything else after it is in your home
folder.
The tilde (~) character represents your Home folder. In other words,
/Users//library is the same thing as ~/library. Trying to save to
/library (the system's library folder, rather than yours) would have given you
that error.

Actually, what I said was to put it in ~/Library. The ~ means home. I should
have been more clear though.
Did you name the file DefaultKeyBinding.dict?
Also, I recommend looking at the file and making sure that textedit didn’t put
a txt extension on it. I believe what may have happened

Oh wow, sorry, I missed the iOS part of the question completely. The 3-finger
quadruple tap is indeed the way to do this, but remember that it is only in
iOS7 and later.

this list is the last thrase copied to the clipboard. You do this by holding
down the VO keys adding shift to the combo and finally hitting the letter C and
it will copy what was last spoken.
So say Voiceover read a pa
Use shift-up and shift-down instead. You'll get line by line, so might end up
needing to trim some text from what you paste, but it should work. You can also
use the VO method: interact with the text to select, vo-enter, then use
vo-left/right to move by word, or add shift to move by character.

I just tried changing the colour of a portion of text and Cmd-Shift-c first

Hello Maria,
To highlight the passages in Pages, you could select the section and change the
colour. Press Cmd-Shift-c to open the colour window where you can choose your
colour. The same command closes it again.
