Hi,
4 to 10% is nothing. I have things taking 95% and don't have the choppiness
issue. Your CPU processes things simultaneously and sequentially sharing the
load as tasks are required. You can have a fast processor, but fewer cores, a
fast SSD, but slow bus speed between the SSD and the CPU.
No surprise. the top two processes are...
com.apple.speech.speechsynthesisd
and Voiceover.
The top one was taking anywhere from 4 to 10 percent of CPU. Is
there a way to optimize this? As noted earlier, I notice this only when
I actually execute a VO command.

Try going into the Activity Monitor and seeing what's at the top of the list.
Note which process is using up CPU resources. I wouldn't suggest quitting the
process yet, but take a look to see what might be messing with your system.
