After more testing, it looks like turning off the first 3 options in VO Utility, under Sound solved it. "Enable Positional Audio" may be the key. I get the same results in the beta partition.

   Simon, try disabling that option and let me know.

    This is so strange. I changed to a different voice and could not replicate the issue. Changed back to Alex and still cannot do it.     I would not describe this as choppiness however. Its more like VO runs out of breath momentarily. Hit control and it immediately comes back to life.

That's worth a try.  Officially, according to Apple, those units only
accept 8 GB of RAM,althoughEveryMac.com <http://althougheverymac.com/><http://althoughEveryMac.com <http://althougheverymac.com/>> <http://everymac.com/>says
that they'll take 16 GB.  Since you still have the older RAM, it's an
excellent troubleshooting step.

                 Some time ago I upgraded the 8gigs of ram to 16 on the
            MBP and swapped the spinning drive for the SSD.
                 I don't recall if the issue with Voiceover existed
            before then. What happens is often when I am navigating the
            Mac, VO will sound like its being throttled back then comes
            back quickly. Its random, I never know when or what may
            trigger this.
                 So I will have someone help me put the 8gigs back
            tomorrow and see if the issue clears up. But I am wondering
            if the SSD is automatically optimized or not. If not, can it
            be optimized?
                 This happens even when I have done clean installs and
            have set things up from scratch but I am willing to try
            anything to run this down. Thoughts?
