Hi, I noticed yu need to be interacting with the browser in order for the proper context menu containing the drop box sub menu to appear. So, When you press command shift H, interact. then go to your drop box folder and arrow down to your public folder and press VO shift M. hth Ricardo Walk

Esther, I followed your directions to the letter and I hear new folder, get info, paste item, view, arrange by and view options. I have tried going to the dropbox app and opening it and then navigating back to the dropbox public folder and still no luck. I am assuming my dropbox is installed

Sometimes when VoiceOver-shift-M works where the mouse cursor is instead of the voiceover cursor. So try routing your mouse to your VoiceOVer cursor. The command for this is VoiceOver-command-F5 THis sounds like one of the few places where a AppleScript to control VoiceOver would truly help.
