No. "mongolian-babel" is an official LaTeX package also included in TeXLive:

The " is located on German keyboards on the "2" key, so to get Ctrl+" I would have to press
Ctrl+Shift+2, but this is already bound to another function.

According to the hotkeys as listed in the Insert>Special Character menu,
to create the breakable slash, I am supposed to hit Ctrl-Shift-/ .
But trying to attempt that actually gives the equivalent of Ctrl-? (on
an US keyboard), which currently just gives me the question mark

While updating the shortcuts in the Userguide, I decided to switch to InsetInfo, but found the
following 3 bugs:

But I cannot find any longer a method to inset typewriter quotes as described.

send it to the list?
