I found now the problem:
The " is located on German keyboards on the "2" key, so to get Ctrl+" I would have to press
Ctrl+Shift+2, but this is already bound to another function.
So the shortcuts Ctrl+" and Alt+" are nor accessible on German keyboards.
What should we do in such cases, change the default binding or should I modify the German menus.bind
to set up another binding only for German?
