I would not do it. If the powder coating were to chip off under the head of
the bolt or nut, then you would not have same tension on the bolt.

All of the WAFs that TET created and sold were powder coated. They probably
required reaming to final size, which would have cleaned the paint off the
ID of the hole, but I don't see how moisture could get in there anyway.
The WAFs themselves are in either tension or compression, so the bolts a
tension on the bolt.

ignore friction (and therefore bolt tension) on bolted joints that are in
shear, so they are not expected to be super tight anyway. Having tight
bolts is "gravy" in the conservative stress guy's mind, because his design

I am with virgil on this with one proviso---
Coat the inside of all bolt holes to pevent their being coated as the
tolerances are close and you may have difficulty inserting the bolts.
I say this because on the project I took over care was not taken a thin film
of epoxy in the bolt holes
I think I would have to disagree with the statement "a more brittle finish
and you may chip away the finish". If this were true it would
not be so widely used by the Hot Rod group. As with any finish, the prep
work will show.
