I also have a Latitude 9430 and I can confirm the exact same behaviour.
While I didn't try Ubuntu 20.04 where it supposedly doesn't happen, I
can add that it happens in Fedora 41 as well.
The "fix" is exactly as the author describes, disabling panel self
refresh in grub.
