  Hotplug the external monitor doesn't work.

  cherry picked the following 2 commits to fix the conflicts
  474f64cb988a drm/xe: Fix missing conversion to xe_display_pm_runtime_resume
  f90491d4b64e drm/xe: Remove runtime argument from display s/r functions

  [Test]
  1. Wait for a while to let the screen dim(not suspend)
  2. Touch keyboard/touchpad to wake up the system
  3. Plug in HDMI monitor to the machine
  4. The external monitor should work

  [Where problems could occur]
  It may affect the behavior of hotplugging in monitors.
