When I run cf-agent -f failsafe.cf && cf-agent, I can see the error.
"immediate()" is defined in cfengine-stdlib.c

I haven't tried... Just acknowledging your query. I don't understand
why you need Cygwin, doesn't it run on Windows natively?
(I only run CFEngine on Linux in production today, though I used to
run it on HP-UX as well.)

As big as your memory allows. BUT, this is meant as a safety feature.
Most of the time it only makes sense to edit relatively small files.
If you picked up a huge file like a binary by mistake, you might do some
damage. So think of this as an "are you sure?" dialogue
