I am concerned that you are the second person that told me that there is a 
Cfengine Community version 3.2 that runs natively on Windows.  The reason for 
this concern is due to the fact I cannot find a Cfengine Community version 3.2 
download for Windows that provides an MSI file.  If this MSI file exists in the 
Community version, please send me a link for it as well as instructions on how 
to install it natively.

FYI, section 2.1 Installation from 
https://cfengine.com/manuals/cf3-tutorial.html seems to mention the line below.

"On Windows machines, you need to install the basic Cygwin DLL from 
http://www.cygwin.com in order to run CFEngine."

I haven't tried...  Just acknowledging your query.  I don't understand
why you need Cygwin, doesn't it run on Windows natively?

(I only run CFEngine on Linux in production today, though I used to
run it on HP-UX as well.)
