On NetBSD, the version of msgfmt is still 0.14.4. There's no hope for
an upgrade due to some GPLv3 allergy of NetBSD's. This version chokes
on heavily decorated commented entries in po files. It's safer to get
rid of all these obsolete entries.

This patch is only a preview and a request for comment. The tool used to
perform the localization of manpages is po4a (po for anything). This tool
digests the asciidoc source files and writes a pot file, and then merges back
the po files into translated asciidoc files, for further processing.

I reworked the patch so that the test argument is only evaluated
when sourcing the file and there is no environment clutter.
At least, "it works for me".
