I'm running Gimp 2.6.1 on Ubuntu 8.10 (64-bit) and I've noticed when I load an image, the image window stays behind the toolbox and the layers window all the time. I didn't see a preference where I could control "always on top" behavior. This makes it challenging for me to work with images. I
