It would be preferable to re-license as many files as possible to the Apache
license, but ASF projects can include 3rd party code under a compatible license
like BSD.

It sounds like I should focus on getting CLAs first? I assumed with BSD-3 I
wouldn't need them... Is there a guide somewhere for that? E.g. what
language to use? What doesn't require a CLA? What happens if I can't get a
hold of someone? etc.
