Taking orphaned package ctemplate

Hi all, I'm taking the ctemplate package. The package was unretired about a year ago but it was never built after unretirement. After I filed a ticket about the missing builds [1], the package was orphaned without further comments. The package is still functional and (somewhat) maintained upstrea
