On a very brief glance I can't see an obvious reason why that is not
being built.
However, Akonadi 16.12, which we intend to ship with zesty, on a rebuild
against Qt 5.7.1 successfully builds and installs the sqlite backend
library.
The sqlite/postgresql backend are also more or less depreciated

As per http://www.sane-project.org/sane-backends.html the ADS-2100e is
not a supported scanner, so one would be forced to use the brscan driver
from Brother's website.

When such error happens is usually not a package fault, but rather a sign of
some interrupted upgrade or something.
Please try to just reinstall the package with `apt install --reinstall
