Yes. Install Proftpd. It's very easy to setup such account with it
(no dir hierarchy for each account or passwd mess). It's in unstable
(or http://www.proftpd.org).

Finally I did Anna's suggestion: running xserver-xfree86 (4.1.0-16) I
lowered the color depth from 24 to 16, and the problem had gone away.

If by ".exe" you means an executable compiled in Linux (for example, a fortran
or C executable) you should go to in the folder were the executable resides
