If you use debhelper, use >= V3 (see compat in the manpage). But you
need not, tmp is just the directory for the first package, all other
are always build in the named subdir.

Yes, they do IMHO. (It's even worse: KDE wants xlibs, so on a
non-X-machine you'll install a lot of libraries for nothing at all.)
