I have an INTEL EEPRO 100 combocard and the Sony provided useless winmodem is on ttyS4. For some reason the modem side of the Intel card believes it is on ttyS24. I run woody on a SONY Vaio and use debian's pcmcia-cs, Yenta doesn't work even though everything shows up in the logs. Take a look a

Hi: I never use a PCMCIA modem. But I guess (with 80% confidence) your modem is not ttyS1, because usually the ttyS1 and ttyS2 are occupied by your computer's built-in RS-232 ports (COM1 and COM2). So maybe you should checked with PCMCIA doc. to see what device id your modem is registered
