I am writing to know if there is a way to get all po-debconf files or
all translations inside the po-debconf files of a language (no direct
download from website, example [1]).
I read this message [2] but I can't find the files (I also checked on
the new debian site i18n.debian.org).

I have analized all po debian files with i18nspector (version 0.8.0) and I have
saved the result into a mysql DataBase (dump @ [1]):
- T_FILE: table with files information
- T_I18NSPECTOR_RESULT: table with the results of i18nspector analisys

just go ahead and do it. I don't need a warning for i18n stuff.. don't
even bother to go through all the pain of an NMU.. make it a normal
upload (or whatever you prefer)
