There's a PKGBUILD for Arch Linux at
https://aur.archlinux.org/packages/vislcg3/ which might be helpful.
The main runtime dependency is libicu-dev. Build depends on cmake and
libboost-dev (and optionally libgoogle-perftools-dev, it performs faster
with it, so I would include that if possible).

this bug renders the package smstools mostly unusable for many users. I
discovered the same bug. I can confirm, that the new upstream 3.1.15
fixes the bug. 3.1.15 has no changes apart from this fix, thus I suggest
