I took a better look at FTBFS #666331. The following improves the patch in
previous message by using DEB_HOST_MULTIARCH as in Ubuntu. Patch 02 was
never needed (and not included in previous message); so this mistake has
been fixed in debian/patches/series as well.

I was finally able to reproduce the problem with emacs23 23.2+1-7
and 23.4+1-3. The problem can be triggered with a non-utf8 locale
setting, eg

Well, in fact it appears that this problem comes from the Debian
packaging, specifically from debian/patches/processor-import.patch.
Here is a patch (from svn diff) that solves it. There are still problems
with that template, but at least it becomes
