Ok, I'll go for option 2. I wouldn't want to (re-)add the complexity of
a configurable LOCALDIR, though. Even if I store the original setting
outside of the condor configuration it can go out-of-sync any time --
forcing me to treat it as just another guess.

I think just supporting a single standard location should be enough for most
package users. Even if they run into disk space issues they could be
resolved by other means.

We quickly talked about them and concluded that there aren't any
arguments against specific questions (yet), so we would keep them for
the time being. However, I'm currently revisiting the whole packaging
again, so if you spot something it would be a good time to discuss it.
