If I'm not mistaken, one may change this setting as an admin (unless
this is not possible and one has to edit the file). Anyway, if an admin
enables this setting, then the problem still happens. 

The only diagnostic is a message in apache's logs...

May I suggest to patch the page display code so that it adds a "not
implemented" message or something similar (thus a wishlist) ?
