I use ibus (http://code.google.com/p/ibus/) to input Cyrillic
characters. It works for most apps I use, i.e. all GTK2 apps, XTerm. It
doesn't work in Wesnoth however.
It would be great if Wesnoth supported ibus.
My ibus version is 1.3.
