Rng has two components dealing with net access: the browser window and
the python-debianbts. Could you please try if the browser window is also
affected? Just enter an URL like "http://debian.org"; and test if rng
loads the URL with your proxy settings.

I've tested the creation of a new folder with an accent (french caracter) and
it has been showed correctly under a term, under konqueror.
I think this bug was resolved by UTF-8 or many think like this.
I think it can be closed.
