It seems the bug, at least in my case, was caused by the acpi battery
kernel module reporting the battery as connected and disconnected
continuously.
Since I upgraded my kernel to 3.2.18-1 the battery icon stopped
flipping on and off and the cpu use by upowerd is pretty much normal.

The battery icon has the lightning rod as if charging and if I click on

I just reinstalled ssh-askpass-gnome 1:5.1p1-7 after updating several
other packages in testing and now the problem seems to be solved.
Unfortunately I don't know which upgrade fixed it.
