Just as a side note, you must enable ntsec when loging in w/o password
(e.g. ssh with public key auth, rsh 'some command', etc.)

I was having this problem too.
After carefully read the inetutil.readme file, I followed the instruction
and inserted the required registry key and granted the required priviledges
to the user. Then the telnet work perfectly and no more "failed to init".

I downloaded all of the Cygwin stuff Friday, and went through hell
trying to get the inetd stuff to work. Win2k, SP2, had set CYGWIN, PATH,
and the registry stuff, rebooted, etc ...
Searching the archives showed a lot of folks having the same problems
: telnetd would start and end immediate

Anyway to get back on topic. I had cygwin.dll 1.3.10-1 so that was not the
problem. I just did run set up and that updated a bunch of things. Now
telnet and ftp do work. Inetutils ws one on the things I saw in the list
of updated software.

I just did a compleat reinstall of cygwin from scratch on my win2k
machine. Before I had it setup to all
I was just thinking... Previously I had also installed the win2k option
pack. Though I did not have the ftpserver or the telnet server running. I
only installed it to have a web server. This time when I rebuilt my
machine I did not install the option pack. That should not make a difference
Yes the service starts automatically. I checked. I also looked at the
readme and set cygwin=binmode tty ntsec and rebooted. Same result.
