I believe what you are asking for is an option to reduce bandwidth
utilization, like the way rsync has a --bwlimit=X option that will make sure
it does not user over X KB/s of bandwidth. To my knowledge, no option like
this exists in Bacula, but I could be wrong.

You can adjust the rights so that any user can only use the run command
for his own laptop and has nothing else to do than typing "run" and "yes".

I have removed exclude set at all, and it doesn't help. I upgraded bacula on
client side to 1.36.2 and it doesn't help.
It seems problem somewhere in configuration. I don't know.
But what does it mean:
