So in regards to dual stack, there's a kernel of truth there. If you have IPv6 space then you're eligible to get v4 space from the v4 to v6 transition pool.  The idea is that you can't run v6 unless you have some v4 space for things like v6 to v4 tunneling and for dual stack DNS servers.  From
