So in regards to dual stack, there's a kernel of truth there.
If you have IPv6 space then you're eligible to get v4 space from the v4 to v6 transition pool.  The idea is that you can't run v6 unless you have some v4 space for things like v6 to v4 tunneling and for dual stack DNS servers.  From the transition pool you're allowed to request up to one /24 every 6 months.

If you're equipment is something purchased within the past decade, then it probably can transport IPv6.  So a dual stack implementation these days should just be a matter of configuration.  Assuming you can do that, then yes you can get IPv4 from the transition pool, and then you can assign your static IP customers a v6 subnet and a v4 address and that's a legit use of the transition pool.

....the advantage of course is that you are paying a normal ARIN registration fee, and not paying anything crazy for auctions or brokered transfers.

I have heard rumors if you are doing IPv6 dual Stack you can buy more ipv4 space don't know how true that is..
