What scheduling mode are you in? I would bet prompted. With prompted when the scheduler service is restarted (service stopped then started, or machine rebooted) it contacts the TSM server and requests schedules. After it does this, then it waits to be contacted by the TSM server. You may want

Perhaps the options -replace=all -ifnewer will work for you. The use the equivalent GUI options, from the Restore dialog, click on the 3rd button from the left (just above the tree view). Change "Action for files that already exist" to "Replace", and check the "Replace only if newer" option.
