I can understand the number to rise from 14 to 28 if you have reuse delay of 14.
In that case, the older tapes that you see are actually in the state of Pending.

Hmmm that means my windows 2000 domain controller is in trouble. Since this is
Active Directory backup..

i took backup, and it succeeded for open files.
After reboot of machine, it is failing to take snapshot of open files. Nothing
was changed just a simple reboot.
