Tis strange that ALL of them exhibit the exact same problem.
Try swapping the top half of a good phone to the bottom half of a bad
phone to determine what part of the phone is bad.

I have been using the Dupi disk I and now version II.  The trouble we
have is that it can't recover it self with out the dupi disk using its
own formatting type.  Other than that it work on any OS using IDE hard
drives.

We have 400+ OS2 based voice mail systems using this hardware :)

   We're working on some administrative monitoring software for the
Panasonic KX-TVS200 voice mail system, however we are lacking a good
list of all the undocumented command-line commands accessed via the
serial port menus. We know these commands exist as we've
peeked-and-poked around the VM program code and discovered some helpful
ones. However, it would speed along our product development if we could
see a nice list of commands with informational details.

   Additionally, we're testing an Arco DupliDisk MicroRAID controller,
http://www.arcosales.com/products/duplidisk/part_dd2-micb.asp, on the
KX-TVS200 to see if we can't get RAID storage protection on the voice
mail system. Again, having a good list of the undocumented system
commands would help push us along. :-)

   If anyone has access to this information, and would be willing to
share it, we'd greatly appreciate it.

A 336 has to have lines assigned in order for the buttons to work or it
will, indeed, look like an intercom only phone.

Do ANY phones work on the ports?

Tim;
 Make sure that you have a DN number assigned to the port, that the port 
is installed and that the port is in service. Also, see if your port goes 
from "(F)ail" to "(I)n service" on the "port status monitor" screen when you 
plug the phone into the port. You will need to refresh the screen each time 
you make a test as it is not updated otherwise

Yes, we have these same series phones connected to PLC and HLC ports that
work.  In fact we have about 50 in service that work fine.  When I plug
in one of these bad phones (into a known good port of a working phone)
they act like I mentioned before.  We have a "graveyard" of two dozen of
these bad phones that were in service and working fine, and then just
quit working (not all at once, but one by one over the ten years we've
had this system)   So we have to buy new phones to replace them.  I was
just curious to see if anyone else had problems with these phones, and
knew how to fix them cheaply so we don't have to pay the $120 to have
them repaired.

Of course my philosophy is if it doesn't have a display, salvage the paper
goods and clear plastic covers and the handsets and pitch them in the
trash.  If the display is not busted, send it in and repair it, but not for
$120.

Always check the RJ14, they often break the solder away from the jack,
causing problems.  There is a voltage regulator near the RJ14 that has
similar problems occasionally, especially on the 7030.   If you are as old
as I am, you will need a magnifying glass to see the cold solder joints
clearly. Other than that, the 70XX series phones are good.
