mpfr needs makeinfo program to be installed. This is a pretty standard thing, which on Centos is in texinfo package https://centos.pkgs.org/7/centos-x86_64/texinfo-5.1-5.el7.x86_64.rpm.html
By the way, why are you building Sage 8.9, and not 9.0?
