Of course, but a personal approach might make the written statement more likely. Like me, Derek has been writing research code for a very long time (actually longer, as he is 5 years older than me!), has "donated" it to every system which asked (in his case, Gap and Magma), and has avoided licensing questions as long as possible. I only put a license on eclib when asked (nicely) to do so in person by William Stein!
