Well, with all due respect: That is not your call. Once SUA works I
have zero interest in supporting Cygwin since it is a painful mess,
i.e. the fact that the Cygwin linker is not capable like any other
sane linker to do dynamic relocation on load introduces a world of
pain for me while building Sage on Windows. On top of that there are
numerous Cygwin releases to support with subtle, yet different bugs,
the amount of RAM is limited to 1.5GB or so, its socket performance is
terrible (another bug known for *years*) and on and on and on. You are
welcome to spend your time on keeping the port alive once it work :)

Sure, but what do you want me to do in my space time? Fix Cygwin?

That is the whole point of the native MSVC port of Sage because only
that port will be a first class citizen on Windows with all due
respect to the MinGW and Cygwin people.
