Tex4ht (http://www.cse.ohio-state.edu/~gurari/TeX4ht/)
is quite configurable and all tex code should be acceptable, since 
TeX4ht uses tex itself as the processor to get html output.
Its author, Eitan Gurari, is quite responsive to problem specific 
questions. I have some experience with it since I've produced 
documentation for my own project 
http://www.risc.uni-linz.ac.at/people/hemmecke/AldorCombinat/
with tex4ht. And I really do some wierd tex things in the .sty files.

So my question would be, what is the input and how do you expect the 
output to look like?
