Killing and restarting the apache2 in sagemath.org fixes the issue
temporarily. But more or less immediately those open connections start
to accumulate again and once we go beyond a couple dozen things are
slow again. So my solution to block them for now seems like the
sensible thing to do, i.e. no sagemath.org for anybody vs. no
sagemath.org for nitk.ac.in.

Yep, I noticed that too. They have four people in the math department
including lecturers. But judging from the IPs they have 180+
workstations in some pool, so they must have a decent number of
students. Right now I suspect some stupid proxy/filter/router between
them and us is FUBARing things and since their website is also slow/
not reachable I vote for [temporarily] cutting the cord :)
