Yes, relicensing GPL->LGPL would require approval from every contributor. Or at least every contributor to the parts of sagelib that would be made available under LGPL. I think getting approval from all contributors would be very hard, maybe impossible. Also, the parts of sagelib that would be available under LGPL can't include GPL code.
