GPL->LGPL is certainly done quite often. E.g. GMP was relicenced under
LGPL from version 6 on.

Yes, relicensing GPL->LGPL would require approval from every contributor. Or at 
least every contributor to the parts of sagelib that would be made available under 
LGPL. I think getting approval from all contributors would be very hard, maybe 
impossible.

Also, the parts of sagelib that would be available under LGPL can't include GPL 
code. Disentangling this seems hard.
