However, they'd need to test all packages which use number theory, and coding 
theory is one of them.
(and testing the whole sagelib is a weaker, insufficient test here, compared to 
testing a bunch of packages in isolation).

Besides, Sage has enough possibilities to test parts of sagelib, it has been 
the case long ago.
