There is two options to use the code:

a) GPL V2
b) commerical license

So just like qt (there are other examples) the code is dual licensed.

You are correct. I can sell you SAGE for 1 million dollar per seat,
but I am still obliged by the GPL to provide the sources to you at
reasonable cost. GPL doesn't imply non-commerical. Once the code has
been released as GPL there cannot be  restrictions on how to use it
(as long as you abide the GPL), but that doesn't stop you from
charging money for you code. The Wykobi people just offer the
commercial licensing so that people who want to use their code in
commercial code do not have to abide by the GPL.  By the rights given
to me in the GPL I could sell anybody a support contract for Wykobi
even though the Wykobi people might consider that "commerical" - I
have obviously no interest in doing that.

However way you see it Arash Partow doesn't give a very favorable
impression. Personally attacking William (the bit about tenure and the
remark about understanding the GPL) was uncalled for.
