Nobody can oblige you to read any licensing agreement... but you're still 
responsible if you infringe on his copyright.

However, this guy's license is worthless.  He offers it under GPL to people who 
don't use it commercially.  These people are only held to the GPL, so they're 
free to redistribute under the GPL.  This includes commercial interests.
