Any decent meter will have a high input impedance on the Volts setting otherwise it would provide an inaccurate reading. Our customer, who first reported this, is an engineer with a well-known charge controller/inverter company. He used a cheap meter whereas I used a Fluke 87-5. Both had the same readings.
