1) Yes, I ended up liking four coats the best, too.
2) I agree. I remove just enough backing to make the next loop. I found
this kept the wrap tight on the bars, and also avoided having the tape
stick to itself.

On a side note, I've never been able to get good color using clear shellac
on colored tape. I found it would alter the hue in unexpected ways. I moved
on to trying teflon spray as a way to keep the cloth relatively clean. That
only worked so-so. Now, I neither shellac nor spray. Just use the cloth
tape until it's too grimy and then replace. Does anyone have any tricks
regarding the clear shellac. I like gray bar cloth and would like to keep
the color gray, but with a little protection from dirt and grease.
