My advice,

Buy the best , buy it once !

I have hired Joe Young (youngwheels.com)to build 2 sets of Mavic/Phil Wood 
wheels for me, absolutely perfectly true/round wheels that have stayed that 
way, like any true professionally built wheels should !  He "used" to build 
wheels for Riv back in the day.  Unless you are really really good , or 
like messing(truing) with wheels, have a Dedicated Professional build you a 
set, and they will last a looooong time. 

Cartridge bearing hubs only from my perspective.  No maintenance required.  
If you like messing with hubs, get some Shimano. Otherwise Phil,DT or White 
hubs.  The hubs from VO "look" nice, but if you need a new freehub or 
something, whatcha do ?  No thanks !  The name-brands like Phil will at 
least help.
