I don't think it's a 2-strut. Take a close look at the drop-bar Atlantis photo under Our Bikes at rivbike.com - that front rack is a pannier rack, with a triangulated deck; wide, closed frame on the sides; and a loop at the bottom. And it's different from the rear one.
