I haven't paid much attention to the range of choices available with Riv customs. Perhaps you know: if you wanted either ultra-light OS, or light gauge standard tubing, could you get it? If so, then yes, a custom Riv /could/ possibly have a substantially livelier ride than any of the standard bikes.
