I've managed to fit 700x35 Panaracer T-Serves on my Rambouillet without any issues other than having to deflate the tire before inserting it. Not sure what's going on with your bike. 700x32s are the biggest tire I've managed to fit on the bike with an SKS P45. I have some SKS fenders with Berthoud stays and it appears with those, I can fit Jack Browns. And that's using the Shimano brakes.
